Shopping ads with a CSS: potentially lower cost per click

Shopping ads with a CSS let your products enter the Google Shopping auction through a Comparison Shopping Service. We manage your Shopping and Performance Max campaigns through our own CSS, Feedve. The saving is potential, not guaranteed, and this page explains when it is worth it.

How Shopping ads with a CSS work

Shopping ads with a CSS means your product ads reach the Google Shopping auction through a Comparison Shopping Service instead of through Google's own service. In 2017 the European Commission fined Google for abusing its dominant position in shopping results and required it to put its own Shopping service on equal footing with rival comparison services. The result is the Comparison Shopping Services programme, which applies to advertisers in the markets it covers across the European Economic Area, the UK and Switzerland. Here, CSS has nothing to do with Cascading Style Sheets, which share the abbreviation.

Nothing about your shop changes. You send product data to Merchant Center, Google Ads uses price, availability and landing page data in the auction, and the CSS is assigned to your store as the service that enters your products. Customers click the ad, land on your site and buy there.

Why a CSS can lower your cost per click

Market data cited by comparison-shopping vendors says the default Google Shopping channel takes a margin of roughly 20% of your bid before the auction. A bid of 1.00 enters the auction as 0.80, while an independent CSS passes the full 1.00 through. That is where the commonly cited CSS price advantage of up to about 20% comes from.

It is a ceiling, not a promise. The 20% figure comes from third-party articles and is not something we measured, and the real effect is usually lower. Not every click becomes 20% cheaper, and a CSS does not fix a weak feed or an unprofitable campaign. Part of the gain can also show up as a higher ad position rather than a lower click price.

Offers from the same seller do not compete with each other. Google ignores them when it sets the click price, so adding a CSS does not make you bid against yourself.

Managing Shopping campaigns through Feedve

We manage Shopping campaigns through our own Comparison Shopping Service (CSS), Feedve (feedve.com). It works with Shopping and Performance Max product campaigns that use Merchant Center, and it runs on your existing Google Ads and Merchant Center accounts.

Feedve is a self-service subscription: it provides the CSS, not the campaign management. You can keep running campaigns yourself, through your current agency or with us as a separate service. If we manage your Google Ads, the CSS is included in the package. Feedve offers a 30-day trial so you can test it on live campaigns, and current plans are on its own site.

Double Digital is a Google Premier Partner 2026 (top 3% of Google Ads agencies in Poland), rated 5.0 on Clutch and 4.8 on Google. Running our own CSS means the feed, the CSS and the campaigns sit with one team. Read more about Google Shopping management and Performance Max.

What changes and what stays the same

What changes

Feedve is assigned as your CSS. This is an administrative change, and your products enter the auction through Feedve.

What stays the same

Your Google Ads and Merchant Center accounts, feed, cost, click and conversion history, budgets, bidding strategies, campaign and product group structure, analytics and whoever manages your campaigns.

The one exception

If migration means creating a new Merchant Center account, product statistics restart, although campaign history stays.

Hidden costs to plan for

Free listings

Google allows one Merchant Center account per business for free listings. Extra accounts can lead to free listings being rejected after migration. Re-approval typically takes 24 to 48 hours.

Domain verification

Claiming a domain on a second account can remove verification from the first and pause your ads. A correct migration avoids this.

Dependence on the provider

Agree exit terms and data access before you start.

What a saving could look like

An illustration, not a promise. The 10% column reflects one measured case and the 20% column is the theoretical ceiling. Subtract any CSS fee, and remember that with very small spend the effect is hard to measure.

When a CSS pays off

It makes sense when:

  • You run active Shopping or product-based Performance Max campaigns.
  • Merchant Center and your feed work correctly.
  • Campaigns generate enough traffic to evaluate changes.
  • You track CPC, ROAS and sales value.
  • Your goal is efficiency, not a substitute for campaign work.

When a CSS does not pay off

Your Shopping spend is too low compared with the CSS cost, your feed is disorganised, campaigns lack the data for optimisation, your niche has little competition in Shopping so extra bidding power adds little, or nobody can monitor the configuration during migration. If two or more apply, fix the feed and campaign structure before you switch.

How to connect

Five steps, with no new campaigns to build.

  1. Share your store details

Provide your domain, market, Merchant Center and contact details.

  2. Technical check

The configuration is verified before anything changes.

  3. Administrative switch

Your CSS is changed. Your campaigns keep running.

  4. Verify

We check the CSS status and the health of your campaigns.

  5. Evaluate

Compare CPC, clicks, sales and ROAS over a long enough period, allowing for seasonality, and avoid big changes to budgets, bidding or structure during the test.

CSS, Performance Max and campaign work

A CSS affects only the Shopping or product part of Performance Max. Assets, video, audience signals and conversion goals stay unchanged. Running several CSS providers at once is worth it only at large scale with a well-structured feed, and it risks fragmenting conversion data, so for most stores one well-managed CSS is the right choice.

A CSS improves auction conditions but does not replace campaign work: feed quality, segmentation by margin, bidding targets, excluding unprofitable segments, pricing and stock, landing pages and conversion tracking. To measure the effect, track average CPC, clicks, transactions and value, ROAS, cost per sale and conversion rate by category, and never judge on a single day. Our Google Ads for ecommerce work covers all of this.
